Khand-3
This Khand contains a full story -

Once a battle between the Devtaa and the Daitya, God obtained victory for the Devtaa. This led Devtaa to become swollen headed and they thought in their arrogance theirs alone was the glory. God saw their conceit, so he tried to teach them a lesson. He made Himself appear amidst them, but they did not understand Him and wondered who this spirit was?

The Devtaa spoke to Agni, the Fire god - "O all knowing, Please find out for us who this spirit is?" So Agni Dev hastened to the spirit.
The Spirit asked - "Who are you?"
Agni Dev replied - "I am Agni Dev. I know everything."
The Supreme Soul asked - "What is the nature of your power?"
Agni Dev replied - "Whatsoever exists on the Earth, I can burn it all."
God placed a straw on the floor and said to him - "Burn it."
The Agni god commanded all his power but could not burn that straw. So he went back to Devtaa and said - "I could not find out who this adorable appearance is?"

The Devtaa then said to Vaayu Dev - "O Vaayu Dev, Go and find out who that adorable spirit is?"
So Vaayu Dev hastened to God.
God asked him - "Who are you?"
Vaayu Dev said - "I am Vaayu Dev, I am widely known. I tread the skies."
"And what is the nature of your power?" asked the God.
"I can blow away everything all there is." replied Vaayu Dev.
God was very happy to hear this and placed a straw in front of Him on the floor and asked him - "Blow this straw."
Vaayu Dev strove all his strength, but was unable to move it. He also returned to Devtaa and said - "I was unable to discover who this mysterious spirit is."

Now the Devtaa asked their King Indra to find out who that adorable spirit was. Indra promised to find out and hastened to reach where the God was, but the spirit was gone by then, and in His place stood Umaa, the goddess of infinite grace and radiance.
Indra asked Umaa - "Please tell me, who the glorious spirit was?"
She replied - "It was the Supreme being Himself to who the Devtaa owe their victory over the Daitya."
Indra understood.

Thus Agni, Vaayu and Indra Dev excelled the other Devtaa because they were the first to feel the God and leave their arrogance. Indra excelled other Devtaa, because he was the first among them to understand God, the Supreme being.
